COBA's activities in Angola date back to the early 60's and have continued up to present. For the purpose, COBA has maintained along the years a representative office that became a COBA's branch office from 1999 onwards. Its action was always conducted with a view to contributing to the country development, namely its water supply and sewerage, hydropower generation and transport and road and air infrastructures, through the execution of studies and designs for new undertakings or the rehabilitation of existing ones.

Special reference is made to the following assignments:
DAMS AND HYDROPOWER PLANTS
  • Gove Hydroelectric Development. Final Design for the Rehabilitation of the Gove Dam and Final Design of the Power Plant, for the "Gabinete para a Administração da Bacia Hidrográfica do Cunene".
  • Chiumbe-Dala Hydroelectric Development. Located on the Chiumbe river, it aims essentially at hydropower supply to the city of Luena, in the Moxico province. Under way for the "Empresa Nacional de Energia (ENE)".
  • M'Bridge Hydroelectric Development. The studies involve two 30 m high earthfill dams, a 700 m penstock equipped with 4 Pelton groups (6 MW installed capacity developed in 2 phases). Under way for ENE
  • Cambambe Dam and Hydropower Station II. Located in the Kwanza River, the objective is to increase power generation, involving the heightening of the Cambambe dam. The studies were developed by a Consortium lead by COBA for the Ministry of Energy, and funded by the Kuwait Development Fund.
  • Capanda Hydroelectric Development. Located in the Kwanza river, this undertaking envisages power generation and river training, and included the preliminary and final design of an arch dam and an underground power plant with an installed capacity of 450 MW. Studies carried out for SONEFE.
  • Jamba-Ia-Mina Hydroelectric Development. Located in the Cunene River, it envisages power generation, and included the preliminary and final design of a dam and an underground power plant with an installed capacity of 189 MW. Studies carried out for "Gabinete do Plano do Cunene".
  • Jamba-Ia-Oma Hydroelectric Development. Located in the Cunene River, it envisages power generation, and included the preliminary and final design of a dam and a power plant with an installed capacity of 75 MW. Studies carried out for "Gabinete do Plano do Cunene".
  • Malobas Hydroelectric Development. Located in the Cuchi river, tributary on the left bank of the Cubando River, in southern Angola, it envisages power generation and involved the preliminary study of an arch dam and a power plant with 45 MW installed capacity. Studies carried out for "Direcção dos Serviços Hidráulicos de Angola".
  • Studies for the River Training and Flood Protection of the South Kwanza (Quissuca, Caiovole, Cassongo, Cafula, Chiongo and Gangaué dams).
WATER SUPPLY AND SANITATION SYSTEMS
  • Water Supply and Sanitation Master Plans of Dundo, Saurimo and Menongue Towns (Lot 3). Studies under way for "Direcção Nacional de Águas" (National Water Directorate).
  • Water Supply and Sanitation Master Plans of Malange, Kuito, Ondjiva Huambo and N'Dalatando towns. Studies under way for the "Direcção Nacional de Águas" (National Water Directorate).
  • Assessment and Preparation of a Priority Rehabilitation Programme for Luanda's Sewerage, for the Luanda Provincial Government. In association.
  • Water Supply to Tombwa. Studies regarding the Tariff and Management System and Follow-up of Contractors' Tenders, for ENB (Owner: Direcção Nacional de Águas (DNA).
  • Luanda Sewerage System - Technical Assistance to ELISAL - Empresa de Limpeza e Saneamento de Luanda, funded by the European Union. In association.
  • Diagnosis of the Water Supply Systems of the Urban Centres in Angola. Emergency Programme, for "Direcção Nacional de Águas"

TRANSPORT INFRASTRUCTURES
  • Rehabilitation of Bitchequete/Massabi-Cabinda road, with a length of about 30 km, for the "INEA-Instituto Nacional de Estradas de Angola" (National Road Directorate).
  • Rehabilitation of four Road Sections in the Province of Luanda, with some 117 km, funded by the World Bank, for the "INEA - Instituto Nacional de Estradas de Angola" (National Road Directorate). Final Design and Supervision of the Luanda-Barra do Kwanza and Luanda-Viana sections. In Association.
  • Restoration and Extension of the Luanda International Airport (4 de Fevereiro) Parking Apron, Luanda. Preliminary Design and Final Design, for ENANA - Empresa Nacional de Exploração de Aeroportos e Navegação Aérea.
  • Inspection of the Cabinda and Huambo Airports, for ENANA.
  • Inspection of the Cabinda, Huambo, Kuito-Bié and Lubango Airports, for ENANA.
  • Preliminary Design for the Development of the Luanda Cost Border within the seaside road Design-Build, for the Luanda Provincial Government. COBA was a member of the consortium formed by the contractors Mota & Cª. and Soares da Costa and the consulting engineers Consulmar.
  • Cabatuquila-Marimba Road (176 km) for INEA, funded by the African Development Bank. This assignment was interrupted for safety reasons.
  • Caita Lucapa Road (73,6 km), for INEA, funded by the African Development Bank. This assignment was interrupted for safety reasons.
  • Road Access to the Bom Jesus Sugar Cane Estate, for "Sociedade de Comércio e Construções, SARL"

RESOURCES PLANNING / RURAL DEVELOPMENT
  • Cabinda Rural Develpment Study. Feasibility study for the "Instituto de Desenvolvimento Agrário" (Agrarian Development Institute), funded by the African Bank for Development. In association.
  • Study of the Natural Resources of the Namibe Province, for the "Ministério da Energia e Petróleos".
  • Sprinkler Irrigation, Drainage and Flood Control of the Cunga-Quiria Region (4600 ha), for the "Sociedade de Comércio e Construções, SARL".
  • Extension of the Bom Jesus Sugar Development, for the "Sociedade de Comércio e Construções, SARL".

TECHNICAL ASSISTANCE
  • Technical Assistance to ELISAL (Luanda Sanitation Municipal Company) within the Implementation of a Priority Program for the Rehabilitation of the Luanda Sewerage System. In association.
  • Technical Assistance to ELISAL within the Luanda Basic Sanitation, funded by the European Union. In association.
  • Technical Assistance to the Ministry of Construction.
    COBA supplied Technical Assistance to the Ministry of Construction through TECNOPROJECTO U.E.E. and later, ENEP, U.E.E.. Within this contract, COBA had in Luanda a team of about 25 engineers and technicians who incorporated the Hydraulic Developments, Transportation Infrastructures and Structural Departments of those companies.
