COBA started to work in Algeria in 1978 with the contract for the detailed design and technical assistance to Harrezza dam. It was the first step for a continuous action over 30 years in the study and design, construction supervision, monitoring and safety assessment of dams, water supply systems, road infrastructures, environmental studies and irrigation projects.
Most of projects were financed by international agencies, namely the World Bank, the African Development Bank, the European Union Programs and the European Investment Bank. In some situations Algerian Budget and Portuguese Banks ensured the financing.
It is emphasised that, along these years, COBA designed 16 large dams, 8 of them being already in operation
For the performance of its activity, a representative office is available in Algiers for many years, which is of the utmost importance in the liaison COBA - Owners for current activities and in the support to technical staff from the head offices that frequently visit and stay in Algeria.
In addition the studies and projects presented further on, the inter-liaison COBA - Owners has been also materialized by training actions on the site or on the headquarters of COBA in Lisbon. Special reference is made to those conducted under the contract "Monitoring and Expertise of Algerian Dams", within which numerous Algerian engineers underwent specialized training actions and visited numerous Portuguese undertaking in the phases of construction and/or exploitation.
