Shortly after the establishment of COBA in Portugal in 1962, two affiliates were established in Brazil: COBA, SA and ERN - Engenharia de Recursos Naturais, SA, that were involved in the large hydroagricultural and hydroelectric developments of the Contas, Brumado and Moxotó river basins, undertaken for the "DNOCS - Departamento Nacional de Obras Contra as Secas", and in the Funil hydroelectric development (dam and power plant), for "CHEVAP - Companhia Hidrelétrica do Vale do Paraíba". These works lasted up to mid-70's.
After a short interruption of activities in the 80's COBA returned to the Brazilian market in association with local firms, essentially for studies and designs financed by the World Bank, namely:
  • Feasibility Study of the Jaiba I and II Agro-Industrial Development, in the State of Minas Gerais, for "CODEVASF - Companhia de Desenvolvimento do Vale de São Francisco";
  • Integrated Management of the Paraiba valley water resources, in the State of Paraíba, also for CODEVASF;
  • Technical, Economic and Social Feasibility Study and Basic Design of the Curu-Paraipaba Irrigation Project, in the State of Ceará, for DNOCS.
Early the 90's COBA provided engineering services to the "Empresa Hidrelétrica FURNAS" for the Funil Hydroelectric Development, at the time with over 30 years of life, namely the analysis of the dam stability based on the seismic parameters in the meantime established for the region and the dam joints grouting and the reinforcement of the foundation treatment.

In view of increasing its activity in the country, in 1995, COBA acquired part of the capital of a Brazilian firm of consulting engineers - Geodinâmica Internacional, S/C Lda. - with head offices in S. Paulo, through which all the activity was conducted up to 1999.

In order to meet with contractual requirements from many clients, in 1996, COBA founded a Brazilian company COBA - Consultores para Obras, Barragens e Planejamento, S/C Lda., with head offices also in S. Paulo. In 1999 COBA, S/C Lda. opened an affiliate in Fortaleza, Ceará.

Early 1996, the studies and designs concerning the Construction of the Iraí Dam have started in the Curitiba region, State of Paraná, for SANEPAR, with financing from the World Bank. The dam was completed in 1999. COBA has also provided technical assistance to the Owner and supplied the construction supervision services. Dam behavior and safety analysis studies were also undertaken from the start into operation, in 1999, up to the end of 2002.

In 1998, also for SANEPAR, COBA executed the design concerning the "Adaptation of the Iguaçu Water Intake to the Overflow Channel".

For the performance of these studies, COBA established a permanent office in Curitiba.

From 1996 relationship with the "Secretaria de Recursos Hídricos do Ceará" have increased through the participation in a large number of national and mostly international call for tenders, financed by the World Bank, from which the following contracts were awarded, some of them under way:

  • Aracoiaba Dam. Project Management and Construction Supervision
  • Aracoiaba Dam. Final Design
  • Candeia Dam. Final Design
  • Water Supply to the Fortaleza Metropolitan Area. Feasibility Study, Final Design, Socio-Economic Studies, EIA and Population Resettlement
  • Aracoiaba and Baturité Water Mains. Construction Supervision
  • Figueiredo Dam. Final Design, EIA and Population Resettlement

For the Secretary of Water Resources of Pernambuco a consortium of which COBA was a member executed the Water Resources Master Plan of the Capibaribe River Basin.

In 2000, we started the studies for the extension and modernization of the road axis of the town of Fortaleza, aiming at the Implementation of the Fortaleza Urban Transport Program, Lot 1 and Lot 3, launched by the Municipality of Fortaleza, with financing from the Inter-American Development Bank.

In 2001 the basic designs for the design-build tenders concerning the Cabo Frio and Búzios Waste Water Treatment Stations were carried out for the Consortium led by "Construtora PASSARELLI", launched by PROLAGOS, concessionary of the water supply and sanitation systems of the Lagos region (Rio de Janeiro). The Cabo Frio wastewater treatment station was awarded to this Consortium, thus COBA executed the final design and provided technical assistance to the works, along the year 2002.

In 2002, COBA was also involved in the Studies concerning the Setting Up of the Yellow Line 4 - of the São Paulo Subway Network, carried out for a group of contractors / suppliers including Somague, Galvão, Paulista and Efacec, for a design-build tender.

For the conduction of this activity, COBA has offices in São Paulo (head office) and in Fortaleza (affiliate). In this state, has also the support of the local consulting engineers ESC-TE.
